本研究欲解決當前醫病比逐年上升造成照護品質下降、無法密集追蹤病人症狀以致疾病惡化較難即時發覺，以及醫病資訊不對等、紀錄缺失、病人無法獲得自身疾病資料為背景與動機，經由醫療、資訊面文獻蒐集，匯集病人與醫療端需求，發展系統環境架構圖與使用案例圖，進而製作出「癌症聊天機器人」之雛形。接著對六種不同職系醫院臨床照護者和病人共 14 位深度訪談探討此系統帶來效益與改善方向，主要針對初始概況、服務平台、價值主張、介面、組織及其他共 6 個構面。研究結果在初始概況構面中得知多數受訪者皆有使用過聊天機器人之經驗。服務平台構面中多數人對聊天機器人抱持負面看法，認為其無法承受較複雜提問，但優點為有互動感，且可直

接詢問無需複雜操作。價值主張構面與此科技帶來價值相關之意見包括操作此系統所需額外工作量、節省與花費時間差異、資料即時和正確性，這些都是此系統是否能帶來正向價值，及未來是否能實際落地實用之關鍵因素。介面構面多位受訪者提到較年長或對 3C 不熟悉之使用者可能較易遇到障礙，因此需限縮於年輕、學識程度較高或願意配合使用之族群，較能發揮此系統所能帶來之益處，相對系統中資料顯示也需盡量以圖示、表格呈現方便使用者吸收，另外在說明操作方式時需講解更加詳細，減少遇到障礙降低使用意願之機會。組織模型構面多數受訪者皆提出可對現行流程造成部分改善，甚至會對人力運用方式產生改變。其他部分幾乎全數受訪者皆願意將此系統推薦

給其他病人或同事，主要原因為可讓病人對自身更加熟悉，及可將症狀回報給臨床醫療端。綜上所述，此「癌症聊天機器人」之建置貼合本研究所設定目的，以瀑布模型為開發架構，將應用於醫療領域癌症病人照護之聊天機器人雛型製作完成，並彙整使用者包含臨床醫療人員及病人之意見，供醫療院所於未來建置及應用之參考。

澳洲中國政策之演變（2013-2020年）

澳洲在經貿上高度依賴中國，自2007年中國成為澳洲最大的貿易夥伴之後，兩國的貿易額快速成長，因而長期以來澳洲的中國政策重視雙邊經濟關係。然而，自2013年以後，澳洲即便未降低對中國的經貿依賴，中國政策卻越來越重視防範中國的影響力，不論是對於中國勢力在區域的擴大，或是中國在澳洲國內的影響等議題。本文研究自2013年9月澳洲自由黨(Liberal Party of Australia, LPA)執政以來至2020年期間，澳洲中國政策的演變，包含具體的政策內涵以及演變的原因。回顧過往澳洲的中國政策，可看見在自由黨執政時期，澳洲亦強調發展與中國的經濟關係。因而本文認為，自由黨執政是一個背景，但並非導

致澳洲中國政策轉為更加強調防範中國勢力之主因。本文進一步從國際結構因素、中國對澳洲的影響作為與政策，以及澳洲國內對於中國的觀點等層面分析背後之原因。就國際結構因素而言，在美中競爭的背景下，中國展現擴大國際勢力的企圖，甚至有意挑戰美國地位。更重要的是，中國的擴張模式更為傾向以不遵守國際規則與秩序的方式為之，令澳洲深感不安。此外，中國藉由「銳實力」(sharp power)的操作影響澳洲國內政治發展，試圖藉此改變其對外政策，進而幫助自身實現戰略目的。最後，澳洲社會內部對於中國之觀感以及對於澳中關係之看法亦是重要因素。綜觀而言，本文認為中國自2013年以來勢力擴張的過程中，本身企圖與做法的改變，促使

澳洲政府與社會整體上更傾向將中國視為威脅來源，最終導致澳洲中國政策轉向更加強調防範中國的影響力。
